Tender for Plone platform maintenance

1. Background

Transparency International (TI) operates one website based on the Plone content management system, that is the Anti-Corruption Research Network (ACRN) (www.corruptionresearchnetwork.org). TI is now looking for additional support to maintain this platform. The site is designed to form networks between TI and primarily academic research communities. Key functions include resource libraries, user accounts and permission levels for various categories of content.

2. Scope of work

The scope of work includes regular maintenance of the website www.corruptionresearchnetwork.org. Details of various elements of the work are as follows:

    The contractors will not be responsible for the uploading of content onto the website, but rather for fixing technical problems, adding new pages and adjusting items that require changes in the CMS. A number of hours’ work for these changes per month is foreseen in the contract.
    Creating backups
    Server administration
    Technical support by email and phone with guaranteed response time (please specify)
    Technical maintenance, security updates, testing
    Ad-hoc developmental support
    Further development work (such as new capabilities, different versions of the site for mobile devices, etc) will be required from time to time, but will be agreed upon separately, under another budget.

3. Report structure and expected deliverables

Deliverables will be provided via development of the web platform hosted on TI’s own servers.
All work will be done remotely. Consultation will take place via email and phone.
Please provide an indication of required time for fixing technical problems and customisation.

4. Selection criteria

The developer must have at least five years of experience developing Plone based platforms to support organisational content management. The developer must ensure that specific functions including additional languages and aggregation of content are provided. The developer should be able to facilitate a user consultation process, and make revisions to the platform as necessary. The developer must have experience working with multicultural teams to support stakeholder input in platform development.  

Education: Successful candidates must have a Bachelor’s degree.

Experience: At least five years of experience working to develop Plone-based platforms; familiarity with international NGOs and multicultural, non-profit environments.

We will evaluate the tender based on the following criteria and assign set points to each with the following weighting:

    Required skills and experience (20%)
    Three chosen pieces of example publicly visible work (10%)
    Tender proposal (40%)
    Cost implications (30%)

5. Remuneration and costs

The applicant should provide a detailed breakdown where possible, before any VAT or other charges, of their estimated costs, including but not limited to, hourly rates, materials, etc. including costs specifically for the tasks outlined in Section 2.

Transparency International e.V. (Secretariat) (TI-S) is registered as a Business Entity in Germany with VAT identification number DE273612486. In order to determine the Value Added Tax (VAT) implications of this tender, we kindly request that the vendor answer each of the following questions relating to VAT and submit their answers in the attached Word document, along with their email application.

    Are you a registered business entity or operating as a private person?
    In what country is your business operation located?
    Are you registered for VAT?
    If registered for VAT, located outside the EU, and do not apply the reverse-charge mechanism, what rate of VAT are you obliged to charge?
    If you are not registered for VAT, are you obliged to charge any other local taxes/charges?
    If you are VAT registered within the EU, please provide your VAT number.

6. Contact information

    A tender proposal outlining how your credentials, experience with developing on Plone and overall vision fit together to support the ACRN website, providing cost and time estimates for the aforementioned tasks.
    Links to three examples of publicly visible work
    Completed VAT template
    Curriculum Vitae (if applicable)
    Contact details of referees (if relevant)
